When "To" is an Infinitive Marker: It simply connects to a plain, base action verb.
Example: We decided to shift to a new location. (to + base verb) -
When "To" is a Preposition: It indicates a goal, a habit, or a clear focus. Because it is a preposition, it must be followed by a noun phrase or a gerund (an -ing verb form acting as a noun).
Example: We study with a view to improving our knowledge. (to + -ing)
